The project will realize the uncompleted aim of the 'Nineteenth Century Short Title Catalogue', namely "to provide increasingly complete listings of British books printed between 1801 - 1919" (NSTC series I, phase I, vol I, 1801-1815. Avero, 1984, p. iv). the project will do this through upgrading catalogue records for University of Wales and other libraries, and combine them in a central online catalogue at the National Library of Wales. This will correct the geographical and linguistic weaknesses in the present NSTC, where there is a lack of Welsh language and Welsh related records.

This will contribute to the vision of the Distributed National Resource (DNR) as follows;
- Completing the NSTC geographically
- Accessing information on dispersed collections through a single central catalogue
- Improving the awareness of the collections and their research potential
- Providing a basis for cooperation on developing collections and their conservation
- Contributing towards the proposed WHELF plan to map research resources in Wales
- Contributing relevant records to the CURL database
- Supporting the National Library of Wales project for the 1821 - 1908 Welsh bibliography.

In order to include resources and their records in the project at least one of the following guidelines will be used;
- Welsh imprint (published in Wales)
- Welsh language text (wherever published)
- Subject matter related to Wales
- Authors listed in the Oxford Companion to the Literature of Wales.
